## Who Pays for the Builders Clean: Builder, Developer or Owner?

The short answer: the builder pays. Residential building contracts make leaving the site clean and tidy the builder's job, so the builders clean is priced into the contract sum and delivered before practical completion. On a developer led apartment building it sits in the head contractor's program. On a shop or office fitout it sits with the shopfitter, sometimes the tenant. Builders Clean does these cleans for builders, developers and shopfitters across five cities, and nine in ten of the clients we invoice are builders.

**The question comes up more than you would think.** An owner sees "builders clean" on a schedule and assumes it is an extra. A first time developer assumes the builder's quote covers the common areas and the units. A tenant assumes the landlord's base build clean is the opening clean. Each one is a conversation in the last week of the program, which is the worst week to have it. Here is how it actually sits.

### Who pays on a residential build?

The builder. Standard residential contracts generally require the builder to remove equipment and debris from the site and leave it in a clean and tidy condition at completion; check the clause in yours. Victoria's consumer guidance from [Justice Connect](https://justiceconnect.org.au/resources/how-to-complete-handover-and-finalise-the-end-of-a-domestic-building-project/) puts it plainly: before the builder issues the final invoice, they must leave the property reasonably neat and tidy. The owner pays for the clean the way they pay for the plastering, inside the contract price.

How clean is clean? Victoria's [Guide to Standards and Tolerances](https://www.bpc.vic.gov.au/resource-hub/guides/guide-to-standards-and-tolerances-2026) is the most detailed published answer we know of. Its cleaning clause says a site is defective if it is not clear of building debris, and the works are defective where windows are not clean, floors are not swept, mopped or vacuumed, tiles, sinks, basins, baths and troughs are not cleaned, and shelving, drawers and cupboards are not ready for use. New South Wales has no equivalent published standard that we know of, but in our experience the walk through at practical completion applies the same test: would you move in today?

If you are an owner builder, you are the builder. The clean is yours to book and pay for, and the certifier and any buyer will expect the same standard.

### Who pays on a multi residential development?

The developer's project manager budgets it, the head contractor carries it, and the builder books it. On a 24 unit building that usually means [staged cleans](https://www.buildersclean.com.au/construction-cleaning/) through the program, a final clean floor by floor, and a sparkle pass on the units before settlement inspections. The common areas, lobby, lifts, corridors, car park and bin rooms are in the builder's scope until the keys change hands.

Two things to watch. First, the developer sometimes holds back a separate pre settlement clean for the display suite and the first released units, because buyers walk through months before the building finishes. Agree whose budget that is at tender, not at settlement. Second, the day after handover the common property belongs to the owners corporation, and nobody has booked the first [strata clean](https://www.buildersclean.com.au/strata-cleaning/). Line it up before handover so the lobby does not sit between contractors.

### Who pays on a commercial fitout?

The shopfitter or fitout head contractor, under the fitout contract. The landlord's base build clean is a different scope and usually happened before the tenancy was handed to the fitout team. The opening clean, the one that gets a cafe or a store ready to trade the next morning, is sometimes the tenant's call and sometimes the shopfitter's, and it is worth one line in the contract to settle it.

Our hospitality and retail handovers show the pattern. Hamsi Taverna and Cow and The Moon at the Sydney Fish Markets were booked by Unita, the fitout builder. Princess Polly at Bondi Junction was booked by SHEETH, the shopfitter. In each case the clean was in the fitout program, not an afterthought for the tenant.

### What does the contract actually say?

Three things, and they stack.

1. **The clean and tidy clause.** The builder clears equipment and debris and leaves the site clean at completion. This is why the clean is the builder's cost.
2. **The practical completion definition.** Practical completion is reached when the works are complete apart from minor omissions and defects. A site that is not clean is not complete, and the client walk is where that gets decided.
3. **The payment claim.** The builder's final claim, or the practical completion claim, lands when PC is agreed. A dirty site delays PC, which delays the money. The clean is not a courtesy to the owner, it is the condition of getting paid on time. The [practical completion clean](https://www.buildersclean.com.au/blog/practical-completion-clean/) post walks through the last three weeks.

### What happens when nobody budgeted it?

We see three versions, and all three cost more than the clean would have.

**The trades are told to tidy up.** Carpenters and painters sweep. Dust resettles overnight, the glass still carries paint, and the walk fails on the details.

**A domestic or bond cleaner is booked.** They arrive without a White Card, without site insurance, and without the kit for render, silicone and grout haze. The site manager cannot let them on, or lets them on and inherits the risk.

**The PM calls a construction cleaner in the week of PC.** We can usually mobilise inside 24 hours when a crew is free, but a clean that should have been staged across the program is now one long weekend, and the caulker has not finished.

What to do instead: put the clean in the tender as its own line, lock the cleaner in three weeks before PC, and have the scope in writing so the walk has something to be checked against. The [guide for project managers](https://www.buildersclean.com.au/blog/what-is-a-builders-clean-guide-for-project-managers/) covers the stages, and the [cost factors post](https://www.buildersclean.com.au/blog/builders-clean-cost-factors/) covers what moves the number.

FAQ

### Straight answers.

#### Is the builders clean the owner's cost or the builder's?

The builder's. Standard residential building contracts generally require the builder to clear the site and leave it clean and tidy at completion, so the clean is priced into the contract sum. Check your own contract for the exact clause. The owner pays for it the same way they pay for the painting: inside the price, not as an extra.

#### Does practical completion require a clean?

In practice, yes. Practical completion means the works are complete apart from minor omissions and defects, and a client walk through a dusty site with dirty glass will not sign it. Victoria's Guide to Standards and Tolerances lists unclean windows, unswept floors and cupboards not ready for use as defects.

#### Can the owner refuse handover because the house is dirty?

Under most contracts the owner can hold off signing practical completion until the defects list, including cleanliness, is agreed. In Victoria the builder must leave the property reasonably neat and tidy before the final invoice. The faster route is a final clean two or three days before the walk, so there is nothing to argue about.
